refillka × Taguig is built on shared responsibility — no single partner carries the full weight. The City Government enables, ReCirca operates, NutriAsia supplies, Plastic Reboot funds, FDA/DOST observe, and CENRO mobilizes the community. Together they form the Philippines' first scalable community refilling infrastructure.

refillka is ReCirca's flagship commercial arm — making refilling accessible and the obvious choice for every Filipino. The goal is direct: eliminate 1 billion sachets by 2030.

The Philippines generates an estimated 163 million sachets every day — the single largest driver of unrecoverable plastic waste. Extended Producer Responsibility (EPR) under R.A. 11898 mandates that brand owners act, but no scalable community recovery infrastructure exists to make compliance real on the ground. refillka is building it.

Why now

EPR (R.A. 11898) places the legal obligation on brand owners — but obligation without infrastructure stalls. refillka turns the mandate into a working, community-embedded recovery system, starting with a city-led Monitored Field Study in Taguig.

A shared-responsibility model.

No single partner bears the full weight of the program. Each contributes within its mandate — the City enables and procures, ReCirca operates the commercial platform, NutriAsia supplies and assures product quality, Plastic Reboot funds equipment and provides international legitimacy, FDA/DOST observe and frame the standards, and CENRO embeds the recovery system in the community.

This distribution is what makes the model durable and replicable: responsibility, cost and risk are spread across stakeholders rather than concentrated in one, so the infrastructure can scale beyond a single pilot city.

Shared infrastructure, shared accountability

Space is contributed by the City; equipment by Plastic Reboot (GEF-UNIDO-DENR); operations by ReCirca/refillka; and SOPs are co-developed with NutriAsia QA for FDA/DOST. Each party is accountable for its own lane.
