How Phase 1 onboarding begins.
Phase 1 is invitation-only
Onboarding opens to invited Green Citizens. The Mayor invites the core LGU — the city council and department heads — targeting roughly 300 people from the city plus around 200 guests and media. From there, the rollout prioritizes stores, then the wider community. There is no consumer app in Phase 1 — participation is QR- and card-based.
